Nine Governance Principles

• Principle 1: Government and public sector relationship
  The organisation's* relationship with the government is clear.
• Principle 2: Management and oversight
  The organisation's management and oversight is accountable and has clearly defined responsibilities.
• Principle 3: Organisational structure
  The organisation's structure serves its operations.
• Principle 4: Operations
  The organisation plans its operations to achieve its goals.
• Principle 5: Ethics and integrity
  Ethics and integrity are embedded in the organisation's values and operations.
• Principle 6: People
  The organisation's leadership in people management contributes to individual and organisational achievements.
• Principle 7: Finance
  The organisation safeguards financial integrity and accountability.
• Principle 8: Communication
  The organisation communicates with all parties in a way that is accessible, open and responsive.
• Principle 9: Risk management
  The organisation identifies and manages its risks.

These public sector governance principles have been developed on the basis of the corporate governance concept used by the Australian Stock Exchange for ASX listed companies. Wide consultations were held on the public sector principles with WA's regulatory bodies and numerous DGs and CEOs of WA public sector organisations to ensure that the Principles meet the needs and realities of the WA public sector.

* In the Good Governance Guide, "organisation" is being used in its generic sense and is intended to include all public sector entities.
